What is Targeted Support?

Targeted support is a new FCA regulated activity that allows authorised firms to make ready-made suggestions to groups of consumers who share common characteristics, sitting between generic guidance and full personal advice. It forms a key part of the Advice Guidance Boundary Review and is intended to help consumers make timely, informed decisions about their pensions and retail investments. The authorisation gateway opened in March 2026 following the FCA’s near-final rules in PS25/22.

For firms, targeted support opens a way to help groups of consumers with pension and investment decisions without providing full personal advice. It comes with its own requirements, so firms will need to design propositions carefully and keep clear records of the support provided.
